Weatherization Technical Coordinator
Community Action of St. Louis County (CAASTLC) is seeking a Weatherization Technical Coordinator. We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations. Our mission is to end poverty.
The Weatherization Technical Coordinator coordinates management of weatherization staff performance and training. Monitors program impact and operations. Assists Director of Housing & Support Services with compliance and field Technical Quality Control standards.
Conducts home weatherization energy audits consistent with the requirements and guidance provided by the Department of Energy (DOE) and the Missouri Department of Economic Development/Department of Energy program guidelines, BPI (Building Performance Institute) protocols, the SWS (Standard Work Specifications) and CAASTLC policies and procedures.
Conducts diagnostic testing, including but not limited to blower door testing and other required testing conducted in accordance with the weatherization program.
Interprets data, test results, and photos in order to make recommendations to reduce home energy consumption. Completes computerized audit using NEAT to create a qualified work order.
Evaluates and monitors contractor performance and materials used during and after jobs, including technical aspects of workmanship, materials, and adherence to job specifications.
Provides reports focused on controlling and standardizing field work technical procedures/ reporting, quality, efficiency, and productivity.
Enhances all aspects of quality control process and inspections.
Assists in the development of technical and compliance reports.
Assists in the creation and maintenance of accurate records.
Assists in the development and implementation of workflow and goal achievement.
This position has no direct reports; however, the position evaluates Weatherization Auditors’ performance during and after jobs, including technical aspects of assessments, client interface, contractor interface, quality of work and infiltration/furnace decisions. Evaluates National Energy Audit Tool (NEAT) processors’ performance for entering home energy and specification information into the NEAT computer program to produce detailed contractor instructions and comparative results of work completed. Maintains direct involvement in audits and monitoring from the Missouri Department of Natural Resources and Department of Economic Development/Department of Energy. Evaluates performance of contracted vendors related to required scope of work.
Degree from an accredited technical school (experience in HVAC, energy efficiency and/or construction preferred)
Building Performance Institute (BPI), Quality Control Inspector (QCI) or Leadership in Energy and Environmental Design (LEED) certifications strongly preferred
Excellent computer skills, including Microsoft Word, Excel and Outlook
Excellent written and verbal communication skills
Excellent time management skills
Excellent math skills
Excellent customer service skills
Must have valid driver’s license, auto insurance, and clean driving record.
Must be willing to travel throughout St. Louis County. Some out-of-town travel may be necessary.

The Senior Accountant prepares programmatic general ledgers through preparation of journal entries and reconciliations for monthly general ledger close and prepares bi-monthly board financial statements. Prepares all programmatic monthly billings and ensures that all deliverables comply with regulatory guidance and professional standards. This position also provides assistance to the Chief Financial Officer with external audit and programmatic examinations.
Prepares financial statements/billings/special reports for all programs in accordance with programmatic guidelines and GAAP (Generally Accepted Accounting Principles).
Prepares all government statistical reports on a monthly, quarterly and annual basis.
In coordination with monthly account analysis, prepares monthly recurring journal entries for all accounts; payroll journal entries; and all adjusting journal entries.
Assists in the research and preparation of cost allocation plans and implements them.
Prepares monthly General Ledger account
Assists CPA firm in their annual audit and other
Fixed Asset accounting and maintenance of all programmatic records
Complete cost analysis, both regular and special, as assigned by Chief Financial Officer
Performs internal audits and review of financial control and operational aspects of the agency as assigned by the Chief Financial Officer.
Cooperates with public accountants appointed as auditors in the execution of their program of independent
Assists with operation and control of an effective budgetary system, including programmatic budget preparation and
Prepares financial analysis, both regular and special, as may be assigned by Chief Financial Officer.
Bachelor’s degree in Business Administration with Accounting and/or Finance major
Experience with a non-profit organization is required.

Resource Development Manager
Community Action of St. Louis County (CAASTLC) is seeking a Resource Development Manager. The ideal candidate is an experienced, dynamic fundraising professional. CAASTLC is committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations. Our mission is to end poverty.
Write and submit grants to potential funding sources.
Follow up on status of grants and respond to all requests in a timely manner.
Create grant funding plan and set annual dollar goals for grant funding.
Work with Agency staff to determine program needs. Develop and implement strategies for obtaining needed resources.
Cultivate new donors and maintain those relationships to grow funds, support programs, and build capacity for the Agency.
Conduct research and target traditional and non-traditional funding approaches/opportunities.
Manage all written and electronic appeals and website giving strategy. Assess effectiveness of current appeals and make changes to achieve the highest level of impact.
Manage the execution of all resource development/fundraising events.
Establish strong volunteer relationships to support Agency programs and events.
Work with program staff and develop reports to comply with grant requirements.
Work with Finance Department to verify expenses incurred and contributions received.
Assist in preparation of annual budget by providing data and marketing recommendations.
Represent the Agency at meetings and events to build awareness of the Agency’s mission and programs.
Bachelor’s degree in Business, Communications, Public Administration or related field, or a minimum of 10 years of experience in the field
A minimum of five years of experience in resource development, including grant writing and special events
Proven track record of successful fundraising
Excellent written and oral communication skills
Excellent interpersonal skills
Excellent computer skills and proficiency with Microsoft Office Suite (Donor database experience is desirable.)
Experience managing a budget
Excellent problem-solving and decision-making abilities
Supervisory experience strongly preferred
