CAASTLC believes home ownership can have a positive effect on a community. Our Housing Assistance program helps reduce and eliminate barriers many people face when purchasing a home.

Home Ownership: CAASTLC’s Individual Development Account (IDA) program provides down payment assistance towards the purchase of a home for all participants who successfully complete the program by attending class sessions and saving money.  Participants work to improve their credit history, complete “financial fitness” curriculum and home buyer education classes, and meet one-on-one with a HUD certified housing counselor.  In addition, participants are eligible for matching funds for the money they save.

Down Payment Assistance for First Time Home Buyers

Financial assistance available to those who qualify and purchase a home:

  • St. Louis County: 0% interest deferred loan – $3,000 due upon sale or transfer
  • City of Florissant 0% interest 5 year forgivable loan up to $3,500.00
  • St. Charles City & County: 0% interest deferred loan – $5,000 due upon sale or transfer
  • City of O’Fallon: 0% interest deferred loan – $5,000 due upon sale or transfer

St. Charles County includes Cottleville, Dardenne Prairie, Lake St. Louis, St. Paul, St. Peters, Weldon Spring, Wentzville and all of unincorporated St. Charles County

  • Must complete home buyer education and one-on-one counseling with “Homeownership Ready” status.
  • Must have at least $1,000 of own funds
  • Household income must not exceed 80% median income.
  • Must secure a fixed rate mortgage on the purchased home

The table below illustrates the income limits based on family size and 80% of area median and monthly income.

Housing Counseling is designed for:

  • Helping families stabilize their housing situation;
  • Helping homeless families gain access to decent, safe, and affordable housing;
  • Helping families move from rental housing to home ownership;
  • Making the home buying process less complex for first-time home buyers;
  • Making the mortgage process less expensive and less complex; and
  • Educating home buyers and homeowners about predatory lending practices.

A housing counselor conducts an interview and an assessment to determine the housing needs of the household. Based on the assessment, the household receives one or more of the following services: 1) Homeless Intervention & Stabilization Services; 2) Rental Housing Services; 3) First-time Home buyers; and 4) Home Ownership Program Services.

In addition to participants of our Home Ownership and Housing Counseling programs being required to attend these classes, all members of the general public are welcome to attend as well.

Rent/Mortgage Assistance is available on a limited basis when funding is available.  Assistance is available for rent or mortgage payments.  If you are interested, please call (314) 863-0015, ext. # 657.

Required documentation:

  • Proof of household income.
  • Social security documentation for all household members.
  • Photo identification for the head of the household.
  • Proof of residency (must be living in St. Louis County).
  • Eviction notice or delinquency notice from landlord or mortgage company or a signed lease for deposit assistance.

Eligibility Requirements:
