Case Manager

 Community Action of St. Louis County (CAASTLC) is seeking Case Managers.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.

The Case Manager works with families and individuals on long and short-term goals while assisting in the removal of barriers to self-sufficiency.  Establish and maintain working relationships, develop partnerships, and identify resources throughout the St. Louis community.

Responsibilities include:

  • Identify and prioritize customer/family needs through a comprehensive assessment, using the Missouri Self-Sufficiency Scale and other appropriate tools.
  • Based on individual family assessments, work with the families to establish a plan of education and/or employment goals.
  • Maintain customer records by completing case notes, logging events and progress in the Agency database.
  • Communicate customers’ progress in weekly and monthly team meetings and evaluations.
  • Prepare program reports by maintaining, analyzing and summarizing case plans and outcome of efforts.
  • Be an active and willing team member to ensure quality service delivery to all customers/families of the Agency.
  • Provide educational programs to customers on a variety of subjects.
  • Facilitate group sessions, using the approved curriculum provided.
  • Provide information to the public on Agency programs to increase community awareness.
  • Provide crisis management services to customers when necessary.
  • Ability to meet program and reporting deadlines is essential.

Requirements include:

  • Bachelor’s degree in Human Services or related field
  • Good computer skills, including Microsoft Word, Excel, PowerPoint and Outlook
  • Excellent written and verbal communication skills
  • Dependability and ability to work independently
  • Knowledge of community resources and experience working with low-income population is preferred.
  • Must be able to work flexible hours, including some evenings and weekends.
  • Must have own transportation and be willing to travel anywhere in St. Louis County. Some out-of-town travel may be necessary.

Resource Development Director

Community Action of St. Louis County (CAASTLC) is seeking a Resource Development Director.  The ideal candidate is an experienced, dynamic fundraising professional.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.

The Resource Development Director is responsible for planning, organizing and executing all resource development activities.  Research potential grant opportunities, write grants and follow up, monitor and report on the status.  Work with Agency staff to determine program needs and develop and implement plans to obtain needed resources.  Research potential donors, cultivate and maintain those relationships.  Coordinate with the President and CEO and Board Resource Development Committee to create a resource development plan to support the strategic direction of the Agency.

Responsibilities include:

  • Write and submit grants to potential funding sources.
  • Follow up on status of grants and respond to all requests in a timely manner.
  • Create grant funding plan and set annual dollar goals for grant funding.
  • Work with Agency staff to determine program needs. Develop and implement strategies for obtaining needed resources.
  • Cultivate new donors and maintain those relationships to grow funds, support programs, and build capacity for the Agency.
  • Conduct research and target traditional and non-traditional funding approaches/opportunities.
  • Manage all written and electronic appeals and website giving strategy. Assess effectiveness of current appeals and make changes to achieve the highest level of impact.
  • Manage the execution of all resource development/fundraising events.
  • Establish strong volunteer relationships to support Agency programs and events.
  • Work with program staff and develop reports to comply with grant requirements.
  • Work with Finance Department to verify expenses incurred and contributions received.
  • Assist in preparation of annual budget by providing data and marketing recommendations.
  • Represent the Agency at meetings and events to build awareness of the Agency’s mission and programs.
  • Manage the organizing and training of volunteers to assist in resource development/fundraising.
  • In cooperation with program directors, manage the recruitment, training and supervision of practicum students.

 Requirements include:

  • Bachelor’s degree in Business, Communications, Public Administration or related field, or a minimum of 10 years of experience in the field
  • A minimum of five years of experience in resource development, including grant writing and special events
  • Proven track record of successful fundraising
  • Excellent written and oral communication skills
  • Excellent interpersonal skills
  • Excellent computer skills and proficiency with Microsoft Office Suite (Donor database experience is desirable.)
  • Experience managing a budget
  • Excellent problem-solving and decision-making abilities
  • Must be a team player.
  • Must be a self-starter and able to work with minimal supervision—self-motivated and confident.
  • Ability to handle multiple projects and priorities
  • Ability to work well with individuals from all backgrounds
  • Ability to recruit, train, motivate, challenge and supervise volunteers
  • Must be able to work flexible hours, including some evenings and weekends.
  • Must have own transportation and be willing to travel throughout the St. Louis metropolitan area. Some out-of-town travel may be required.

Weatherization Auditor

Community Action of St. Louis County (CAASTLC) is seeking a Weatherization Auditor.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.

 The Weatherization Auditor conducts home inspections and weatherization energy audits in accordance with Department of Energy program guidelines.  All equipment required for the position is provided by CAASTLC, along with training to ensure correct use and maintenance of equipment.

Responsibilities include:

  • Perform and document blower door, carbon monoxide and combustion testing.
  • Inspect and report on attic, and all areas requiring insulation.
  • Determine the infiltration and furnace needs of customer homes.
  • Serve as Agency representative by explaining aspects and expectations during execution of weatherization services within customer homes.
  • Document with digital photos areas of customer home to be weatherized prior to contractor work.
  • Responsible for the proper use, care and maintenance of vehicles, tools, equipment and supplies

Requirements include:

  • High school diploma or GED (Additional college, trade, or related training preferred)
  • One year of experience in either energy conservation, plumbing, electrical, HVAC and/or home repair/remodeling
  • Building Performance Institute (BPI), Energy Auditor (EA) and/or Lead certifications a plus (Training will be provided.)
  • Good verbal and written communication skills
  • Must have full range of motion, including use of hands and ability to kneel in confined spaces.
  • Must be able to work in confined spaces.
  • Must be able to lift 50 pounds.
  • Must have a valid driver’s license and auto insurance, and possess and maintain a clear driving record.
