Public Relations Director

The Community Action of St. Louis County (CAASTLC) is seeking a Public Relations Director.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.  Our mission is to end poverty.

The Public Relations Director manages all public relations and communications activities for the Agency.  Ensures that messages are consistent, timely and relevant.  Oversees media relations, announcements, outreach, editorial placement and speaking opportunities.  Develops press releases, media reports and supporting materials.

Responsibilities include:

  • Directs all Agency public relations activities.
  • Manages relationships with media outlets to publish timely information, including press releases, brochures and other materials.
  • Ensures that the communication strategy is consistent and reflects the Agency’s strategic vision, projects and programs.
  • Implements social media strategies.
  • Builds and sustains consistent Agency communications.
  • Leads the design and production of the Agency’s Annual Report.
  • Produces and publishes mass communications, using e-mail blasts and marketing campaigns.
  • Refines core messaging to ensure consistent framing of messages.
  • Manages videos and photography on Agency website.
  • Documents and publicizes the presence of Agency representatives (staff and Board of Directors) as appropriate, in the community and at conferences and special events.
  • Advocates on behalf of the Agency brand, utilizing local and national communication outlets.
  • Develops and implements outreach, marketing and promotions plans.

Requirements include:

  • Bachelor’s degree in Public Relations, Communications or related field
  • At least five years of experience in the field
  • Experience managing a budget
  • Excellent computer skills, including Microsoft Word, Excel, PowerPoint and Outlook
  • Experience with publishing software and other programs
  • Excellent interpersonal skills
  • Excellent written and verbal communication skills
  • Ability to effectively prioritize and execute tasks in a fast-paced environment
  • Ability to work independently in a team-oriented, collaborative environment is essential.
  • Some travel may be required.
  • Must be able to work flexible hours, including some evenings and weekends.

Receptionist

The Receptionist is the first point of contact for all customers and visitors.  Operates a multi-line telephone system, answers all incoming telephone calls, and directs them as appropriate.  Greets all customers and visitors, ensures that they sign the visitor log, provides visitor badges and notifies the appropriate employees.

Customer Service Representative

The Community Action of St. Louis County (CAASTLC) is seeking a Customer Service Representative.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.  Our mission is to end poverty.

The Customer Service Representative will maintain a customer-service orientation at all times, performing accurate web-based computer intakes, assessments and referrals.  Make appropriate referrals and follow up with accurate and thorough documentation.

Responsibilities include:

  • Perform accurate web-based computer intakes, assessments and referrals. Ensure that necessary information is gathered to assess individual and family needs and determine eligibility for services.  Maintain accurate and thorough documentation on the computer and in paper files.
  • Make appropriate referrals and follow up on status, including completing paperwork and applications for various Agency programs.
  • Maintain customer-service attitude at all times, handling customer issues in a friendly, patient, respectful and professional manner.
  • Provide food orders to customers and assist in maintaining a clean, well-functioning food pantry. This includes maintaining cleanliness, ordering food, assisting with pickups and stocking shelves.
  • Provide front-desk coverage during breaks, lunches and absences of Receptionist. This includes answering a multi-line telephone, directing calls to correct staff members, and providing assistance to customers.
  • May assist with teaching and/or facilitating life skills classes.
  • Perform general office duties, including typing, filing and copying.
  • Assist with Agency events, including Resource Fairs, Poverty Simulations, etc.

Requirements include:

  • High school diploma or GED
  • Must have previous customer service experience in a direct, face-to-face capacity.
  • Working knowledge of Microsoft Word, Excel and Outlook
  • Experience operating a multi-line telephone system
  • Good written and verbal communication skills, with the ability to communicate effectively with low-income customers
  • Basic math skills
  • Must be able to lift up to 40 pounds.
  • Must be able to work flexible hours, including some evenings and weekends.

Weatherization Auditor

The Community Action of St. Louis County (CAASTLC) is seeking a Weatherization Auditor.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.  Our mission is to end poverty.

The Weatherization Auditor conducts home inspections and weatherization energy audits consistent with the requirements and guidance provided by the Department of Energy (DOE) and the Missouri Department of Natural Resources (DNR) program guidelines, BPI (Building Performance Institute) protocols, the SWS (Standard Work Specifications) and CAASTLC policies and procedures.

Responsibilities include:

  • Conduct exterior and interior home inspections, including diagnostic testing, blower door, CAZ (Combustion Appliance Zone) testing, and other required testing conducted in accordance with Weatherization program. Identify Health and Safety issues and document all findings.
  • Interpret data, test results, and photos to create recommendations to reduce the home’s energy consumption. Complete computerized audit using NEAT (National Energy Audit Tool) to create a qualified work order.
  • Be responsible for the proper use, maintenance and care of tools, vehicles, supplies and equipment assigned.
  • As the agency representative to the public, provide the customer, contractor and CAASTLC with clear and concise correspondence, interaction and reporting as needed for the most effective QA (Quality Assurance) and project experience for each.
  • Perform home inspections to determine if any barriers to weatherization services being performed exist. If found, prepare scope of work identifying those barriers for correction by contractor.

Requirements include:

  • High school diploma or GED (Additional college, trade, or related training preferred)
  • Must have a valid driver’s license and auto insurance, and possess and maintain a clear driving record.
  • Must be familiar with whole house building performance analysis and building science.
  • Must have at least one year of experience in construction, home repair, building science, HVAC, plumbing, electrical and/or energy efficiency standards and measures.
  • Must possess good written and verbal communication skills, presentation skills, and good analytical and reporting skills.
  • Must be able to read digital tools, operate computer programs, and perform basic math.
  • Basic computer skills (Microsoft Office, Word and Excel)
  • Strong attention to detail
  • Must be a problem solver, with the ability to think and problem solve on your feet.
  • Must be able to travel overnight for agency functions, continuing education and events as required.
  • Must be able to lift 50 lbs., reach overhead, walk on roofs, drive a vehicle, climb a two-story ladder, and climb through 24” square opening to attics or crawl spaces.
  • Must be able to remain on your feet for several hours.
  • One year of experience in a weatherization, home energy or healthy homes program is preferred.
  • Must obtain OSHA 10 certification within 120 days of hire.
  • Building Performance Institute (BPI) and Quality Control Inspector (QCI) certifications a plus
  • Must pass QCI certification within two years of hire.
