Case Manager – Life Skills

The Community Action of St. Louis County (CAASTLC) is seeking a Case Manager – Life Skills.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.  Our mission is to end poverty.

The Case Manager – Life Skills works with income eligible families and individuals on long and short-term goals, assisting in the removal of barriers to self-sufficiency.  Establish and maintain working relationships, develop partnerships, and identify resources throughout the St. Louis community.  Identify community-minded people wanting to make a difference in their community.

Responsibilities include:

  • Manage comprehensive intake and assessment to develop a plan of education and/or employment goals.
  • Develop partnerships with a wide range of employers, educational institutions and faith groups that are interested in leadership development within their ranks.
  • Market and promote Step Up to Leadership curriculum for low-income and fee-for-service participants.
  • Facilitate Step Up to Leadership and Life Skills group sessions, using the approved curriculum provided.
  • Provide information to the public on Agency programs to increase community awareness.
  • For Income eligible participants:
    • Make appropriate referrals as identified by customer needs and provide follow up on referrals.
    • Provide assistance with housing, employment skills, education, and family situations.
    • Maintain customer records by completing program forms, case notes, and logging events and progress in the Agency database.
    • Track services including home visits, community resource outreach and advocacy.
    • Communicate customers’ progress in weekly and monthly team meetings and evaluations.
    • Prepare program reports by maintaining, analyzing, and summarizing case plans and outcome of efforts.
  • Be an active and willing team member to ensure quality service delivery to all customers/families of the Agency.
  • Provide educational programs to customers on a variety of subjects.
  • Provide crisis management services to customers when necessary.
  • Ability to meet program and reporting deadlines is essential.

Requirements include:

  • Bachelor’s degree in Human Services or related field
  • Experience with at-risk youth
  • Experience with group facilitation
  • Experience networking and building partnerships in the community
  • Good computer skills, including Microsoft Word, Excel, PowerPoint and Outlook
  • Excellent written and verbal communication skills
  • Dependability and ability to work independently
  • Knowledge of community resources
  • Must be able to work flexible hours, including some evenings and weekends.
  • Must have own transportation and be willing to travel throughout the St. Louis metropolitan area. Some out-of-town travel may be required.

The Case Manager – Employment/Reentry works with individuals seeking employment and entrepreneur opportunities, including those who have been incarcerated on development of long and short-term goals, assisting in the removal of barriers to self-sufficiency.  Establishes and maintains working relationships, develops partnerships, and identifies resources throughout the St. Louis community.

Responsibilities include:

  • Manage comprehensive intake and assessment to develop an employment plan, including release/home plan if applicable.
  • Provide assistance with employment skills, education, and family situations.
  • Develop partnerships with employers for job placement, including employers willing to hire individuals with background challenges.
  • Develop partnerships and resources to provide training and support for those interested in entrepreneurship.
  • Provide soft-skills training for job placement.
  • Maintain customer records by completing case notes, logging events and progress in the Agency database.
  • Track services including home visits, community resource outreach and advocacy.
  • Communicate customers’ progress in weekly and monthly team meetings and evaluations.
  • Prepare program reports by maintaining, analyzing and summarizing case plans and outcome of efforts.
  • Be an active and willing team member to ensure quality service delivery to all customers. .

Licensed Counselor

The Community Action of St. Louis County (CAASTLC) is seeking a Licensed Counselor.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.  Our mission is to end poverty.

The Licensed Counselor provides counseling of a therapeutic nature to individuals and families, including those who have been incarcerated.

Responsibilities include:

  • Counsels and encourages participants on personal challenges in their lives, and assists them in making informed choices about their futures.
  • Provides screenings, psychosocial assessments and diagnosis.
  • Facilitates individual and group counseling sessions, in person and virtually.
  • Provides coordinated care by initiating and/or participating in customer-centered coordination with other internal and external providers.
  • Creates and maintains treatment plans utilizing evidence-based therapies.
  • Monitors participants’ progress toward stated plans and goals.
  • Tracks services including home visits, community resource outreach and advocacy.
  • Develops relationships and resources with other counseling providers to make referrals for those needing more intensive services.
  • Prepare reports by maintaining, analyzing and summarizing case plans and outcome of efforts.
  • Compiles and studies occupational, educational, and economic information to aid customers in making and carrying out employment and educational objectives.
  • Counsels customers to understand and overcome social and emotional problems by helping them understand and gain control of their social interactions and relationships with others.
  • Be an active and willing team member to ensure quality service delivery to all customers.
  • Stay current with updated research and best practices.
  • Provides crisis management services.
  • Maintains confidentiality of records relating to customer’s treatment.
  • Participates in professional organizations and professional growth activities such as appropriate seminars, courses, workshops, and staff development activities.

Requirements include:

  • Master’s degree in Social Work, Counseling, Psychology or related field
  • Minimum of two years of experience in counseling, with Missouri licensure required.
  • Knowledge of community resources and experience working with individuals who have been incarcerated preferred
  • Excellent written and verbal communication skills
  • Ability to communicate effectively with diverse populations, both internally and outside the Agency
  • Good computer skills, including Microsoft Word, Excel, PowerPoint and Outlook

Weatherization Auditor

 The Community Action of St. Louis County (CAASTLC) is seeking a Weatherization Auditor.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.  Our mission is to end poverty.

The Weatherization Auditor conducts home inspections and weatherization energy audits consistent with the requirements and guidance provided by the Department of Energy (DOE) and the Missouri Department of Natural Resources (DNR) program guidelines, BPI (Building Performance Institute) protocols, the SWS (Standard Work Specifications) and CAASTLC policies and procedures.

Responsibilities include:

  • Conduct exterior and interior home inspections, including diagnostic testing, blower door, CAZ (Combustion Appliance Zone) testing, and other required testing conducted in accordance with Weatherization program. Identify Health and Safety issues and document all findings.
  • Interpret data, test results, and photos to create recommendations to reduce the home’s energy consumption. Complete computerized audit using NEAT (National Energy Audit Tool) to create a qualified work order.
  • Be responsible for the proper use, maintenance and care of tools, vehicles, supplies and equipment assigned.
  • As the agency representative to the public, provide the customer, contractor and CAASTLC with clear and concise correspondence, interaction and reporting as needed for the most effective QA (Quality Assurance) and project experience for each.
  • Perform home inspections to determine if any barriers to weatherization services being performed exist. If found, prepare scope of work identifying those barriers for correction by contractor.

Requirements include:

  • High school diploma or GED (Additional college, trade, or related training preferred)
  • Must have a valid driver’s license and auto insurance, and possess and maintain a clear driving record.
  • Must be familiar with whole house building performance analysis and building science.
  • Must have at least one year of experience in construction, home repair, building science, HVAC, plumbing, electrical and/or energy efficiency standards and measures.
  • Must possess good written and verbal communication skills, presentation skills, and good analytical and reporting skills.
  • Must be able to read digital tools, operate computer programs, and perform basic math.
  • Basic computer skills (Microsoft Office, Word and Excel)
  • Strong attention to detail
  • Must be a problem solver, with the ability to think and problem solve on your feet.
  • Must be able to travel overnight for agency functions, continuing education and events as required.
  • Must be able to lift 50 lbs., reach overhead, walk on roofs, drive a vehicle, climb a two-story ladder, and climb through 24” square opening to attics or crawl spaces.
  • Must be able to remain on your feet for several hours.
  • One year of experience in a weatherization, home energy or healthy homes program is preferred.
  • Must obtain OSHA 10 certification within 120 days of hire.
  • Building Performance Institute (BPI) and Quality Control Inspector (QCI) certifications a plus
  • Must pass QCI certification within two years of hire.
