Customer Service Representative

The Community Action of St. Louis County (CAASTLC) is seeking a Customer Service Representative.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.  Our mission is to end poverty.

The Customer Service Representative will maintain a customer-service orientation at all times, performing accurate web-based computer intakes, assessments and referrals.  Make appropriate referrals and follow up with accurate and thorough documentation.

Responsibilities include:

  • Perform accurate web-based computer intakes, assessments and referrals. Ensure that necessary information is gathered to assess individual and family needs and determine eligibility for services.  Maintain accurate and thorough documentation on the computer and in paper files.
  • Make appropriate referrals and follow up on status, including completing paperwork and applications for various Agency programs.
  • Maintain customer-service attitude at all times, handling customer issues in a friendly, patient, respectful and professional manner.
  • Provide food orders to customers and assist in maintaining a clean, well-functioning food pantry. This includes maintaining cleanliness, ordering food, assisting with pickups and stocking shelves.
  • Provide front-desk coverage during breaks, lunches and absences of Receptionist. This includes answering a multi-line telephone, directing calls to correct staff members, and providing assistance to customers.
  • May assist with teaching and/or facilitating life skills classes.
  • Perform general office duties, including typing, filing and copying.
  • Assist with Agency events, including Resource Fairs, Poverty Simulations, etc.

Requirements include:

  • High school diploma or GED
  • Must have previous customer service experience in a direct, face-to-face capacity.
  • Working knowledge of Microsoft Word, Excel and Outlook
  • Experience operating a multi-line telephone system
  • Good written and verbal communication skills, with the ability to communicate effectively with low-income customers
  • Basic math skills
  • Must be able to lift up to 40 pounds.
  • Must be able to work flexible hours, including some evenings and weekends.

Associate Director-CSBG

 The Community Action of St. Louis County (CAASTLC) is seeking an Associate Director-CSBG.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.  Our mission is to end poverty.

The Associate Director-CSBG assists the Program Administration Director with all contract and program requirements related to the CSBG contract, including Community Needs Assessments and strategic planning.  Oversees case management, employment services, customer service, food pantry and front desk.

Responsibilities include:

  • Manages tracking and collection of data and reporting to the State of Missouri via Results Oriented Accountability Management (ROMA) system.
  • Manages tracking and collection of data for the Organizational Standards.
  • Ensures that assessment of customer/family needs is completed for each individual and entered into the agency MIS.
  • Assists with the tracking and collection of data and required grant reports for programs managed under CSBG.
  • Oversees the implementation of projects and events, including employment fairs, resource fairs, poverty simulations, program events, etc.
  • Oversees execution of classes, including Step Up to Leadership, Drug & Alcohol, Anger Management, employment, and financial literacy.
  • Attend and participate in quarterly professional alliance groups through the network of Community Action Agencies in Missouri.
  • Establishes and maintains agency partner relationships within St. Louis County, including local coalitions and networking events.
  • Assists with new and existing program evaluation, improvement, design and implementation.

Requirements include:

  • Bachelor’s degree in Social Services, Human Services or related field
  • Excellent computer skills, including Microsoft Word, Excel, PowerPoint and Outlook
  • At least three years of supervisory experience
  • Public speaking and/or classroom teaching experience strongly preferred
  • Knowledge of community resources and experience in working with low-income individuals and families, at-risk youth and/or individuals with substance abuse and anger management issues.
  • Excellent written and verbal communication skills
  • Dependability and ability to work independently
  • Knowledge of community resources and experience working with low-income population is preferred.
  • Must be able to work flexible hours, including some evenings and weekends.
  • Must have own transportation and be willing to travel anywhere in St. Louis County. Some out-of-town travel may be necessary.

Accountant

The Community Action of St. Louis County (CAASTLC) is seeking an Accountant.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.  Our mission is to end poverty.

The Accountant maintains programmatic ledgers through preparation of journal entries and reconciliations for monthly general ledger use.  Assists in preparation of all programmatic monthly billings, and ensures that all deliverables comply with regulatory guidance and professional standards.  Reconciles accounts receivable, deferred revenue and other accounts as assigned.  This position also provides assistance to the Chief Financial Officer with external audit and Programmatic examinations.

Responsibilities include:

  • Prepares financial statements/billings/special reports for all programs in accordance with programmatic guidelines and GAAP (Generally Accepted Accounting Principles).
  • Prepares all government statistical reports on a monthly, quarterly and annual basis.
  • In coordination with monthly account analysis, prepares monthly recurring journal entries for revenue accounts.
  • Prepares monthly General Ledger account
  • Balances petty
  • Assists CPA firm in their annual audit and other
  • Completes cost analysis, both regular and special, as assigned by Chief Financial Officer.
  • Performs internal audits and review of financial control and operational aspects of the agency, as assigned by the Chief Financial Officer.
  • Cooperates with public accountants appointed as auditors in the execution of their program of independent
  • Assists with operation and control of an effective budgetary system, including programmatic budget preparation and
  • Prepares financial analysis, both regular and special, as may be assigned by Chief Financial Officer.

Requirements include:

  • Bachelor’s degree in Business Administration with Accounting and/or Finance major
  • Experience with a non-profit organization is preferred.
  • Must be bondable—references required.
  • Excellent computer skills, including Microsoft applications and third-party applications
  • Must have own transportation.

Weatherization Auditor

 The Community Action of St. Louis County (CAASTLC) is seeking a Weatherization Auditor.  We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations.  Our mission is to end poverty.

The Weatherization Auditor conducts home inspections and weatherization energy audits consistent with the requirements and guidance provided by the Department of Energy (DOE) and the Missouri Department of Natural Resources (DNR) program guidelines, BPI (Building Performance Institute) protocols, the SWS (Standard Work Specifications) and CAASTLC policies and procedures.

Responsibilities include:

  • Conduct exterior and interior home inspections, including diagnostic testing, blower door, CAZ (Combustion Appliance Zone) testing, and other required testing conducted in accordance with Weatherization program. Identify Health and Safety issues and document all findings.
  • Interpret data, test results, and photos to create recommendations to reduce the home’s energy consumption. Complete computerized audit using NEAT (National Energy Audit Tool) to create a qualified work order.
  • Be responsible for the proper use, maintenance and care of tools, vehicles, supplies and equipment assigned.
  • As the agency representative to the public, provide the customer, contractor and CAASTLC with clear and concise correspondence, interaction and reporting as needed for the most effective QA (Quality Assurance) and project experience for each.
  • Perform home inspections to determine if any barriers to weatherization services being performed exist. If found, prepare scope of work identifying those barriers for correction by contractor.

Requirements include:

  • High school diploma or GED (Additional college, trade, or related training preferred)
  • Must have a valid driver’s license and auto insurance, and possess and maintain a clear driving record.
  • Must be familiar with whole house building performance analysis and building science.
  • Must have at least one year of experience in construction, home repair, building science, HVAC, plumbing, electrical and/or energy efficiency standards and measures.
  • Must possess good written and verbal communication skills, presentation skills, and good analytical and reporting skills.
  • Must be able to read digital tools, operate computer programs, and perform basic math.
  • Basic computer skills (Microsoft Office, Word and Excel)
  • Strong attention to detail
  • Must be a problem solver, with the ability to think and problem solve on your feet.
  • Must be able to travel overnight for agency functions, continuing education and events as required.
  • Must be able to lift 50 lbs., reach overhead, walk on roofs, drive a vehicle, climb a two-story ladder, and climb through 24” square opening to attics or crawl spaces.
  • Must be able to remain on your feet for several hours.
  • One year of experience in a weatherization, home energy or healthy homes program is preferred.
  • Must obtain OSHA 10 certification within 120 days of hire.
  • Building Performance Institute (BPI) and Quality Control Inspector (QCI) certifications a plus
  • Must pass QCI certification within two years of hire.
