CAASTLC has a number of Energy Services programs designed to alleviate the immediate threat of utility service disconnection (i.e., electricity, gas, propane, or heating oil) and assist residents in getting utility service restored to their homes. These programs include:

  • Low Income Home Energy Assistance Program (LIHEAP)
  • Energy Assistance (EA)
  • Energy Crisis Intervention Program (ECIP)
  • Dollar Help
  • Dollar More
  • Heat Up St. Louis (HUSTL)

Services related to these programs include Energy Conservation classes, weatherization of homes,  and repair of furnaces and air conditioners when funding is available. Individuals applying for assistance at our main office are encouraged to attend an Energy Conservation class.

Required LIHEAP Documentation:

  • Completed LIHEAP Application.
  • Proof of all household income from the previous month if you are not currently receiving Food Stamps.  Proof of income for any household member(s) not on your Food Stamp case.
  • Copies of Social security documentation for all household members.
  • For winter heating assistance, copy of current utility bill/disconnection notice if disconnected for primary heat source and copy of electric bill.
  • For summer cooling heating assistance, copy of current disconnection notice for electric.

Winter Heating Assistance

Households with a member that is 60 years old or older or with a member who is disabled (including children) can apply for LIHEAP assistance beginning November 1, 2018. Applications for all others will be accepted beginning December 1, 2018. Basic energy grants are available until March 31, 2019. If funding is available, emergency crisis assistance grants may be available until May 31, 2019.

Required Information:  Full Social Security Numbers on application or copy of cards. Both Utility Bills (Spire and Ameren).

Summer Cooling Assistance

CAASTLC’s summer cooling assistance begins on June 1, 2019 for mailed and faxed applications. Our summer program assists with electric bills. You must have a disconnection notice or services must be off to be considered for assistance.

Income Eligibility Requirements:

1) For EA and ECIP, household income may not exceed 135% of the federal poverty guidelines. Please go to our Information and Guidelines page for a complete listing of “income guidelines“.
2) For Dollar Help, household income may not exceed 135% of the federal poverty guidelines. If the household contains a resident sixty (60) years of age or older, household income may not exceed 150% of the federal poverty guidelines.
