The Community Action Agency of St. Louis County is seeking a Human Resources Director. We are committed to helping the families and communities of St. Louis County prevent the conditions of poverty for present and future generations. Our mission is to end poverty.
The Human Resources Director is responsible for all aspects of Human Resources, including compliance with employment law and governmental regulations. Administers all recruitment efforts. Manages employee benefits administration and administers the performance appraisal process. Ensures confidentiality of employee information.
Responsibilities include:
- Ensures compliance with all state and federal employment laws and governmental regulations.
- Manages development and distribution of Employee Handbook and conducts required trainings on Agency policy.
- Recommends new policies to the CEO, for approval by the Board of Directors.
- Ensures confidentiality, integrity and security of all employee records and information.
- Conducts or participates in employee-related investigations and ensures confidentiality.
- Manages all aspects of employee recruitment, including development and placement of job postings.
- Conducts initial screenings and interviews of applicants for employment.
- Manages reference and background checks.
- Extends employment offers and manages new-hire paperwork process.
- Participates in review and selection of benefit packages.
- Manages employee enrollment and participation in Agency-sponsored benefit plans.
- Administers FMLA and other leaves of absence.
- Administers workers’ compensation reporting.
- Administers employee performance appraisal process.
- Administers compensation studies.
- Conducts exit interviews with departing employees.
- Responds to unemployment claims.
- Counsels management and mid-management regarding employee relations issues and supervision of direct reports.
- Analyzes data for trends in HR matters such as employee/department turnover rates, longevity, results from exit interviews, etc.
- Serves as the lead staff member assigned to work with and support the Agency’s Human Resources & Equal Opportunity Committee.
Requirements include:
- Bachelor’s degree in Human Resources, Business Management or related field; Master’s degree preferred
- At least five years of experience in an HR generalist capacity
- At least three years of supervisory experience preferred
- Strong interviewing and counseling skills
- Excellent written and verbal communication skills
- Excellent computer skills, including Microsoft Word, Excel and Outlook
- Excellent time management skills, and ability to manage multiple projects and priorities
- Excellent organizational skills and attention to detail
- Ability to make sound decisions and exercise independent judgment
- Knowledge of compensation and benefits programs
- Knowledge of wage, labor and unemployment laws, and EEO regulations
- Excellent interpersonal skills, with ability to relate to a diverse population, including employees at all levels, members of the Board of Directors, and individuals outside the Agency
- Must maintain confidentiality and exercise discretion and good judgment at all times.
- Must be able to work flexible hours, including some evenings and weekends.
- Must have own transportation and be willing to travel throughout the St. Louis metropolitan area. Some out-of-town travel may be required.
